Mitro International (Russia/Panama) and state-owned NAPECO operate the onshore East Cheleken oil field in west Turkmenistan. The project is also known as the Khazar PSC.East Cheleken is one of only two projects in Turkmenistan where a foreign investor is partnered with a state-run firm. The other is the Eni-operated Nebit Dag development.
