Venezuela's upstream is open again, at least on paper. The legal barriers that kept most international operators out for years have materially narrowed. New agreements have been signed, operators named and ambitious production targets put on record across five major programmes. On the surface, it looks like a genuine turning point for one of the world's most watched oil provinces. But how much of that actually translates into barrels? Which programmes have the operational foundations to deliver, and which are further from the field than the announcements suggest? And what should investors and commercial decision makers actually be watching over the next few quarters to separate real delivery from declaration? We assess the evidence programme by programme, using a framework built on observable proof rather than corporate disclosure. The conclusions may not be what the headlines imply.
