Five years have passed since the introduction of new import substitution targets in the Russian upstream. Back in 2015, it was a response from the Russian state to the imposition of EU/US sanctions. The expected benefits of import substitution were clear: increase domestic capability, create jobs, minimise the impact of sanctions and insulate against currency fluctuations.
