OML 13 is a large block in the Akwa Ibom state, southeast of the country. It is reported to hold in-place volumes of over 900 million barrels of oil and 5 tcf of gas. OML 13 has been dormant since its main field Utapate ceased in 1995 because of community disputes. It was revoked from the Shell Joint Venture (JV) in 2015 and ‘back-converted' into three Oil Prospecting Licences (OPLs 2001, 2002, and 2003) which were part of the 2007 licensing round.
