Report summary
Ukraine is a mature hydrocarbon province and one of Central and Eastern Europe’s largest gas producers, and its second-largest liquids producer. It has also historically been one of Europe’s largest gas consumers. Output peaked in the 1970s, during the Soviet era, and sales gas production held at around 1,700–1,900 mmcfd between 2016 and 2024. Russian attacks have since cut output by more than 10% and lifted gas imports to a five-year high, setting back the key political and economic objective of greater gas self-sufficiency by 2030. State-owned Naftogaz dominates the upstream sector and has highly ambitious investment and resource replacement goals. By 2030, it expects the vast majority of its gas output to come from greenfields: new discoveries, including offshore in the Black Sea, and derisked unconventional activity. These targets will be revisited once the war ends.
