The UAE is currently ramping up its LNG imports to alleviate gas shortages. Longer term, it is diversifying away from natural gas. Abu Dhabi is developing a nuclear plant while Dubai is undertaking the construction of a large coal-fired facility. Solar projects were also awarded at very competitive tariffs in 2016. The UAE is made up of seven Emirate principalities governed separately but connected under a federation which is headed by the UAE president. Abu Dhabi dominates politically and economically and accounts for around 90% of the UAE's hydrocarbon resources.
