 The forced retirement of General Mohamed 'Toufik' Mediene, the head of Algeria's Intelligence and Security Department (DRS), highlights the efforts by President Bouteflika to buttress his own authority ahead of anticipated presidential succession.  A slew of arrests targeting intelligence officials in recent weeks points to an internal struggle.  Separately,  Algeria's over-dependence on hydrocarbon revenues has weakened the government's fiscal position. And an intensification of security operations in eastern Algeria underscores the increased threat posed by transnational Islamist militant groups.
