Construction of the Laibin zinc smelter began in 1994 with commissioning in 1999. At this time the smelter was based around a single 38m2 roaster allied to a 50kt/a acid plant, and the smelter had a capacity of 25kt/a. In 2003, the smelter was expanded to a capacity of 60kt/a by the addition of a new 48m2 roaster with a 70kt/a acid plant, a 35kt/a tankhouse, and an up-rate of melting and casting facilities.
