Located near Huanghua City, Hebei Province. The feasibility study was completed in 2006. Total investment is estimated by the company to be RMB 1.8Bn. Construction commenced in May 2007 and commissioning was planned for June 2009. However, this has been delayed until at least 2010 due to weak demand.
