Halmahera is a sparsely populated island in the Moluccas Province, 2,500km east of Jakarta and 400km west of the city of Sorong in Irian Jaya. The concession is located on the Weda Bay that is a potential deep water port. The original goal, following a detailed study completed in 1994, was to build a ferro-nickel smelter at Sorong to take advantage of competitively priced natural gas as the energy source. Eramet subsequently evaluating a proprietary atmospheric leaching route to produce separate nickel and cobalt carbonates for sale. Ultimately, Tsingshan formed a JV with Eramet and a new industrial park (akin to the Morowali Industrial Park) commenced construction in 2018. The initial plan is to produce 30kt Ni/a in NPI, although ultimately the production levels will be +90kt Ni with other partners e.g. Zhenshi.
