Is FERC Order 1000 a Mirage?
Report summary
Much attention has been given to transmission planning over the last several years since FERC order 1000 first sought to improve the transmission expansion process. Still, we expect only one quarter of current projects to ultimately see success over the course of the next 5 years. With the current rate environment having provided fixed returns, no financial risks on capital, and freedom of financial planning, current project success has likely been more a function of financial incentives.
