The prospects of large scale offshore wind power development in Japan look increasingly promising. In the past where regulations were unclear in general sea areas, new policies have been introduced to clarify and establish the standards for new offshore wind development. The involvement of Japan's largest utility, Tokyo Electric Power (TEPCO). will spur other companies to engage in the sector given its strong government ties and previous reluctance to embrace renewables. With nuclear restart unlikely to meet government expectations by 2030, utilities are looking to offshore wind to help fill the shortfall.
