Liberia is a West African country bordered by Sierra Leone to the northwest, Guinea to the north, and Côte d'Ivoire to the east. Two civil wars (1989-1996 and 1999-2003) devastated infrastructure and delayed petroleum development for two decades. Exploration resumed in 2011 following Ghana's 2007 Jubilee discovery, which drew attention to the West African Transform Margin, but 17 deepwater wells drilled in the Liberia basin through 2013, including by Chevron and ExxonMobil, ...
