PPWR: Packaging's pivot or paralysis?
Report summary
The EU’s flagship packaging legislation – the Packaging and Packaging Waste Regulation (PPWR) – could be the largest driver of EU polymer demand loss this decade and next. However, politics may get in the way. There are three key mechanisms which affect total packaging demand: reuse quotas, packaging bans and packaging minimization. If we just consider virgin polymer usage in packaging, then a fourth mechanism is added: recycled content quotas. We summarise the risks to polymer demand by application and polymer group. We also highlight the consequences of political paralysis. Decisions by stakeholders – polymer producers, packaging producers, mechanical and chemical recyclers etc. – are either being put off or taken with higher risk.
