Key Issues Cove Point first started operations in 1978, but after only two years of service the facility was closed in 1980. After lying dormant for almost a decade, Columbia Gas reactivated the site in 1988 to provide storage for peaking service - where natural gas in the pipeline system was liquefied and stored at the facility - for the regional market.In September 2002, Dominion completed a US$217 million acquisition of the Cove Point facility from Williams.
