As the initial promoter, Shell started constructing the Hazira regas terminal, India's first privately owned LNG terminal, in August 2001. This terminal was also the first to introduce spot LNG supplies into India. The operation model of the Hazira terminal was a merchant supply model with no associated long-term supply and sales contract.
