Mexico's counter narcotics strategy, while netting cartel leaders, has created a more destabilised environment after cartels split into more frenetic smaller organisations that have chased new revenue streams in extortion, kidnapping, and pipeline tapping. Though there are risks, the situation appears better than in other jurisdictions around the world. As oil and gas ramps up, cartels could see the sector as a source of revenue as long as authorities continue to clamp down on drug trafficking.
