Nigeria's marginal fields are typically small fields which have remained for over 10 years. They were first designated in 1996, when a government decree provided for the voluntary and compulsory divestment of marginal fields by the major IOC/NNPC joint ventures. In 2001, a marginal fields programme was launched inviting bids from indigenous companies for 24 out of 113 identified fields. The fields were finally awarded in 2004, as the new operators signed farm-out agreements (FOA) ....
