PSVM is an ultra-deepwater development in Block 31 in the Lower Congo Basin, around 175 kilometres offshore. Following its hotly contested award in 1999, 19 discoveries have been made on Block 31. At the time, the signature bonus of US$330 million (nominal) was among the highest paid for an exploration licence.
