Halk el Menzel is a small oil field located offshore Tunisia in the Gulf of Hammamet. Elf discovered the field in 1977 but it was considered uneconomic at the time. TOPIC, a Tunisian operator, took over the licence in 2006, and sanctioned the development in 2013.The project was made economically viable through the lease of the Jawhara-5 jack up rig, which was repurposed as a mobile offshore drilling and production unit (MODPU), reducing capital expenditure for the development.
