The Yanchang oil fields complex includes all fields in the Ordos basin owned by Shengxi Yanchang Petroleum Corp (SYPC). The company, owned by Shaanxi provincial government, was formed in 2005 by merging 21 small oil companies. In the 1990s, the Shaanxi government opened the basin to private investors to explore and develop. The policy was overturned in the early 2000s. SYPC was set up to take over operations previously managed by private investors.
